Marijuana laws and legislation for Zagreb
From 2025, recreational cannabis will remain illegal in Croatia, although possession of small amounts has been decriminalized since 2013. Those caught with small amounts face fines of between €660 and €2.650, while cultivation and distribution remain serious offenses punishable by a minimum prison sentence of three years. Despite several attempts to legalize cannabis for wider use, including a 2022 proposal to allow adults to cultivate up to nine plants, the Croatian government has yet to enact any significant reforms.
Medical cannabis has been legal since 2015, allowing patients with cancer, multiple sclerosis, and other conditions access to cannabis-based treatments with a prescription. However, the supply remains limited, and cultivation for personal medical use is not permitted. CBD products are legal as long as they are derived from industrial hemp with less than 0,2% THC, in accordance with EU regulations.
While public support for wider legalization of cannabis is increasing – 72% of Croatians favor regulation, which is above the EU average – Croatia maintains its strict stance on cultivation and distribution, making only gradual changes to its cannabis policy.
Criminal prosecution
The best way to avoid this is not to smoke in the parks around the center, as there are many undercover investigators lurking there, just waiting to snatch a joint from a child.
The police don't usually bother tourists, but there are many of them, and many work undercover. They usually look like criminals, so they're easy to spot. If they catch you, you'll probably be taken into custody overnight, and if it's your first offense, you'll be released after paying a fine. As a tourist, you'll have to leave the country.
Where can you buy marijuana?
You can always try asking someone in the main square, but it's best to post a message in a forum or here; someone will reply. You can also try many of the bars on Tkaličićeva Street, just around the corner from the main square.
If you know someone, you won't have much trouble finding someone. If you don't know anyone in town, you can try finding some younger people on the street who look normal—you know what I mean—or ask some guys who look like Rastas for help. My suggestion would be to go to smaller parks in the city center and ask some normal-looking younger guys for help, or try nightclubs with electronic or hip-hop programs, ask someone there, and find some younger, stoned people, or just follow your nose.

This guy helped me buy incredibly natural marijuana at a shopping mall, which made my vacation even better. The quality was top-notch. I now always contact him at donhendersonlegit@gmail.com when I travel. Highly recommended for excellent cannabis.
Marijuana prices
A few years ago, you could get a 50g bag of homegrown weed for 50 euros, but things have changed. Now you can only get top-shelf weed (I hate that term) for 5 to 7 euros per gram, or really bad skunk for 15 euros per gram. It's best to buy 5 grams of skunk; the price should be around 400 kn, which is about 60 euros. There are some varieties of hashish available, but they're of very poor quality.
Prices vary depending on the offer.
Homegrown marijuana costs 250 kn (30 euros) for a 50g bag, which usually contains about 35-40g, and the result is generally of poor quality. If you know someone, you can find a few strains of Skunk, and there's plenty of hashish available, mainly from Morocco, with prices ranging from 40 to 110 euros for 10g.
Brands:
You can buy great Skunk strains from White Widow to New York Diesel, but the problem is you don't have a choice. You have to buy what your dealer has.
Viel Glück!
