Marijuana laws and legislation for Tallinn
From 2025, strict cannabis laws will apply in Estonia, although recreational use will remain illegal. Possession of up to 7,5 grams will be decriminalized and treated as a minor offense without severe penalties. However, public consumption is prohibited, and cultivation for personal use is illegal and can be punished with imprisonment of up to five years.
Medical cannabis is legal in Estonia, but strictly regulated. Since 2005, its medical use has been permitted, primarily for pain-related conditions. Access is restricted and often limited to synthetic derivatives, and the approval of herbal forms requires complex bureaucratic processes. As of 2025, there are no significant indications of imminent changes to Estonian cannabis policy.
Criminal prosecution
In Tallinn, the police are omnipresent – especially in the Old Town. They never actually stop you, and I've never seen them search anyone in the street, but their strong presence alone is reason enough to use common sense.
Apparently, they can file charges, but they almost always seem to interrupt or postpone a hearing for a misdemeanor for efficiency reasons. However, under certain circumstances, one can run into trouble.
And whatever you do: Don't drive under the influence of alcohol. In Tallinn, the police strictly punish drunk driving and certain traffic offenses. If you are stopped and also high, you could very well end up in jail.
Where can you buy marijuana?
That's a tough question. My best advice is to find well-connected expats. You need someone who knows someone. The belief that you'll stumble across them by chance sooner or later is, to put it mildly, wishful thinking.
According to recent reports: “The best thing to do is walk through the Old Town and ask people. Look out for people who look like they might be smoking. If someone's wearing Nikes, they'll probably give you a blowjob if they trust you, and they'll likely speak pretty good English too. Almost everyone in 'rap' clothing smokes marijuana in Tallinn. Watch out for the police and make sure the person trusts you somehow. There are a lot of undercover officers in the Old Town, so most people will probably ignore you, but whether they trust you depends entirely on how much weed you're looking for. They'll probably have to take you to a safe place for the deal or pick it up from you if you want a lot.”
Walk through parks; you might meet someone who smokes. Ask the kids in Lepistiku Park in Mustamae; you'll probably find a man smoking there.
Comments
In a busy shopping mall, this guy helped me get some natural cannabis that was simply fantastic and made my whole vacation even better. The quality was top-notch. I now always contact him at dopefast420@gmail.com when I travel. I highly recommend him to anyone who appreciates high-quality marijuana.
Marijuana prices
Approximately $18 per gram. Recent reports indicate the price is higher: "Starts at €35 per gram, but the price drops if you need a lot."
Brands:
Skunk is available. The skunk I found was fruity and full of crystals. It totally blew me away, but apparently it's not always that good.
More Information
Relatively lax laws, but few people smoke in Estonia (even young people). Alcohol is generally the drug of choice, and marijuana is simply hard to come by.
Put on your Bob Marley shirt and make people think you're not a cop.
