Marijuana laws and legislation for Subotica
Since February 2025, cannabis has been illegal in Serbia for both recreational and medicinal use. Possession of even small amounts can lead to a prison sentence of up to three years, while the unauthorized production, processing, or sale can result in prison sentences of between three and twelve years. Cultivating cannabis varieties with more than 0,3% tetrahydrocannabinol (THC) is prohibited and punishable by imprisonment of two to eight years.
However, the industrial cultivation of hemp is permitted under strict regulations. Hemp with a THC content below 0,3% may, for example, be grown for fiber production and for seed production for animal feed. Companies require a permit from the Ministry of Agriculture, Forestry and Water Management to cultivate hemp.
There are no specific restrictions on cannabidiol (CBD) products in Serbia. The sale and consumption of CBD are permitted as long as the THC content remains below the legal limit. Despite attempts in 2019 to classify CBD as a controlled substance, its consumption remains unrestricted. The government strictly opposes the legalization of cannabis, even for medicinal purposes. Therefore, liberalization is unlikely in the near future.
Calls for cannabis reform continue in the country, but the government maintains a strict drug policy. Anyone found in possession of cannabis faces significant legal consequences, regardless of their intent.
Law Enforcement
There are no strict rules for how the police will behave if they catch you smoking or in possession of marijuana. Some officers will simply send you away, while others will arrest you. So try to stay away from them, as it's better not to take any risks.
Where can you buy marijuana?
You'll see lots of young people in the city center. Just ask one of them, and you'll find someone. You can also try the "Radijalac," which is very close to the city center. Ask someone where it is, and you'll find it. Lots of young people sit on benches there. Talk to them, and some will help you find what you need.
