Since February 2025, Greece has maintained a strict legal stance regarding the recreational use of cannabis. Possession, sale, and cultivation of cannabis for recreational purposes are illegal. Individuals found with small amounts for personal use can face up to five months in prison. However, if the offense is not repeated within five years, it may not be recorded on the criminal record. Penalties for selling or distributing cannabis are more severe and can include up to eight years in prison, and life imprisonment for individuals in public positions, such as teachers or doctors, who are involved in such activities.
In 2017, Greece legalized medical cannabis and permitted its use for certain illnesses. The following year, the government lifted the ban on the cultivation and production of medical cannabis, allowing pharmaceutical companies to legally grow and process it.
Despite these advances, access to medical cannabis remains restricted, and recreational use is still prohibited.
Regarding cannabidiol (CBD) products, Greece permits their sale and use, provided they are derived from EU-approved hemp varieties and contain less than 0,2% tetrahydrocannabinol (THC). CBD products are widely available through licensed retailers and are gaining popularity in the wellness market.
Criminal prosecution
After the 2004 Olympics, everything went wrong. The number of police officers on duty doubled, so they were monitoring everything. Stay away from all types of police. As a tourist or foreign student, you'll have fewer problems with the law if you are caught. Inconspicuous behavior and a friendly smile will usually get you out of a tight spot.
Where can you buy marijuana in Thessaloniki?
In the city center and in the west. If you're a woman, just ask a guy on the street. The chances are much higher. Don't buy anything from junkies in the main squares—it's a rip-off. Locals prefer to share rather than sell to foreigners. On the islands, you can smell it everywhere in the summer.
