Marijuana laws and legislation for Passau

In Germany, the Cannabis Act, which comes into force on April 1, 2024, permits adults aged 18 and over to possess up to 25 grams of cannabis in public and up to 50 grams in private residences. Individuals are also allowed to cultivate up to three flowering cannabis plants at home. Non-profit cannabis social clubs with a maximum of 500 members can cultivate cannabis collectively for personal use and distribute up to 50 grams per member per month. Commercial sales remain prohibited, and consumption near schools, kindergartens, playgrounds, sports facilities, and certain pedestrian zones is restricted at specific times.

Criminal prosecution

The police won't search you or anything unless you somehow arouse suspicion. But it's not particularly smart to smoke on the street. Do it at home, then nothing will happen. If you're caught with less than 5 grams (or even with so little that the police don't suspect you're dealing), you might be detained for a night, which isn't as bad as it sounds here in Germany, and then nothing further will happen to you.

Another reporter added: “Passau is a beautiful city, but by far the most conservative in the entire country (believe me, I grew up there). It’s one of the few places in West Germany with an active, very right-wing, xenophobic party scene. The police are very strict and treat drugs the same to them. Police officers often refer to drugs as ‘poison’ and marijuana users as ‘poisoners,’ and they don’t mean dealers. I strongly advise against smoking in public, especially if you don’t know the area.”

Please also bear in mind that the police in Passau and Bavaria as a whole are racist to a degree that is hardly found in Great Britain or the USA these days (with the exception of the Deep South). If you are not white, please be especially careful in this area.

Where can you buy marijuana?

Your best bet is to talk to either students or people of Middle Eastern appearance. You'll probably have to ask a lot of people before you get lucky, but neither group will be too bothered by your questions. They'll probably tell you to get lost, but maybe they know someone.
A general piece of advice for all of Bavaria: Avoid anyone wearing a button-down shirt or leather shoes… your best chances are with the obvious guys in Rasta/Bob Marley shirt attire, but also with skateboarders (just make sure they look at least like high school boys).

While passing a small shop, I was helped to buy wonderful, natural marijuana. The excellent quality made my vacation unforgettable. I contact this person at securedsupplier420@gmail.com whenever I travel. I highly recommend them to anyone who needs high-quality cannabis in the city.

Marijuana prices

The price range of €5-10 per gram is generally okay (besides, you generally won't be able to buy more than a few grams at a time), but the quality is usually quite low. Most of what you get (especially without a connection) will be standard Moroccan hashish… which feels and tastes more like dirt. It'll get you high, but it won't be enjoyable. The weed, if it's available at all, usually comes from Eastern Europe and is of mediocre quality. If someone has good weed, they might smoke some with you, but they certainly won't sell it to you.

Tribes:

Mostly Moroccan hashish (low quality), some weed (grown outdoors – low quality). People tell you what great brands their weed is – White Widow and Orange Bud are the most common names, but nobody really knows what stuff they're smoking. Very rarely will you find someone with good homegrown, Dutch, or Swiss weed… You'll recognize it immediately just by smelling and looking at it.

Further information

Smoking marijuana is practically universally tolerated among German youths, and usually by others as well, but not by the police. Keep in mind: the further south you go, the less tolerated marijuana becomes by the police.

Passau is as far from the Netherlands as you can get in Germany, and the main supply route, the A3, is one of the most heavily policed highways in the country. This makes it extremely difficult to get good weed. And don't even think about transporting weed in your car on the highway. And if you're going into the Netherlands, don't bring any with you and don't smoke anything before you drive back... you'll have to take a drug test. And please remember that the police in Germany can completely dismantle your car and even conduct a body search without any reason or warrant. And believe me, if you have messy hair, wear baggy pants, or are a group of two or more men between 16 and 30, the chances are pretty high (and that means about 10%) that you and your car will be searched at the border. Also, be careful near the train station and trains in Passau. However, train stations are usually good places to find someone who has or sells weed (at least in Germany). Passau is one of the most heavily monitored train stations in the country. So keep your distance… Again: Be twice as careful if you look Arab/Middle Eastern, and three times as careful if you are African. It's sad that I have to say this, but that's just how it is here.

German city history:

Located in the far southeast of Germany, the city of Passau is idyllically situated at the confluence of three rivers. In summer, it's an ideal holiday destination. Here you'll find tranquil spots like forests, hills, and lakes, as well as plenty of good pubs and parties.

Passau lies on the border between Germany and Austria; the Czech Republic is only a few kilometers away. Therefore, the area has always been well supplied with cheap and good quality marijuana from plantations in Eastern European countries, especially the Czech Republic. It costs between €3,50 and €5 per gram. Due to the great distance and the generally strict repression against marijuana users in southern Germany, marijuana from the Netherlands has always been very rare and expensive here (€4,50 to €12 per gram, which is what dealers charge).

Today, the situation for cannabis users in this area has changed for the better: The city's university is expanding its buildings and study opportunities, and the nearly 9000 students are increasingly growing their own marijuana. In the last two years, professional growing equipment has become affordable and easy to order. German-language online communities like www.hanfburg.de offer excellent tips on the proper care of your plants. Really good, homegrown marijuana costs between 4 and 8 euros per gram in Passau.

For a visiting stoner, the best thing to do is go to the university campus and ask "suspicious" guys for a good joint. It's even easier to meet stoners by looking for flyers for student parties – there are tons of them.

Although Passau, with its 55.000 inhabitants, doesn't have a large city center, its nightlife offers a wide variety of options. Along the rivers, there are many charming pubs, cocktail bars, clubs, and discos. Typical German beer gardens are situated on hills in locations with magnificent views over the so-called "triangle" (a region encompassing parts of Passau, the Rhine, and the Rhine).

The old town, with its charming alleyways, also boasts many excellent art exhibitions, museums, and impressive buildings. At the confluence of the three rivers, a variety of open-air cultural events take place regularly, including comedy and live music.

Finally, an important warning: The police in this area are very strict with smokers, so be careful! Don't drive while high and don't light up a joint in the street!
