Marijuana laws and legislation for Murmansk
Marijuana is illegal in Russia, and the country has strict laws regarding cannabis use. Both recreational and medicinal use are prohibited, and possession of marijuana can be punished with imprisonment, heavy fines, or both. Cultivating cannabis is also illegal, and the government shows no interest in relaxing its stance on cannabis use. Despite international pressure to reform marijuana laws, Russia has made no progress toward decriminalizing or legalizing cannabis. The country continues to treat marijuana use as a crime, and trafficking cannabis is considered a serious offense under Russian law.
Please note that marijuana laws are subject to change. For the most up-to-date information, consult your country's official resources or seek legal advice.
Criminal prosecution
If you get caught, offer bribes. I would guess that 2.000 rubles or 100 dollars could be a good starting point, but this is not confirmed in practice.
Where can you buy marijuana?
Keep an eye out for teenagers who smoke. They're not too hard to find; they might even spot you first. Stay in the city center and observe people until you find the right group.

Marijuana prices
300 rubles (US$12) per box. In Russia, it's sold by the box [ka-ROB-ka: emphasis on the O, long O sound like in oh], meaning in a few grams. The quality varies, but in Murmansk, the quality is generally higher because the buds come from Norway.
