Since February 2025, Slovenia has undergone significant changes to its cannabis legislation. In June 2024, a non-binding referendum demonstrated strong public support for reforming cannabis laws. Approximately 66,7% of voters supported permitting the cultivation and processing of cannabis for medical purposes, while 51,6% favored allowing cultivation and possession for limited personal use.
Following the referendum, the Slovenian government announced plans to modernize its cannabis policy. Health Minister Dr. Metka Paragi stated that new laws regulating the cultivation and processing of cannabis for both medical and personal use will be introduced by the end of 2024.
Slovenia permits the sale and use of cannabidiol (CBD) products, provided they contain less than 0,2% tetrahydrocannabinol (THC). This complies with European Union regulations for industrial hemp. CBD products, including oils, capsules, cosmetics, and food products, are readily available on the Slovenian market.
Despite these developments, recreational cannabis use remains illegal. Possession of small amounts for personal use has been decriminalized and is punishable as a misdemeanor with fines ranging from €42 to €209. Cultivation and sale of cannabis without the appropriate permit are strictly prohibited. Penalties range from six months to 15 years in prison, depending on the offense.
Criminal prosecution
The police are pretty stupid. If you smoke in places where smoking is normally allowed, they won't bother you. If they catch you smoking, you'll get a ticket and your stash will be confiscated. Just throw everything away before they catch you, then they can't do anything to you.
Where can you buy marijuana in Ljubljana?
Metelkova (near the main train station) – (but be careful, there might be undercover police officers) (caught twice). Ask some teenagers (if they say they don't have any weed, show them your ID (sometimes that works), but make sure you're not a police officer).
Friday night you'll have great luck. Lots of people are high on weed at that time.
And also: “You should ask out loud. Just go to Metelkova, where the Celica youth hostel is. Have fun there, and soon you'll see people smoking nearby. You can also watch people relaxing by the Ljubljanica River. Just take a walk through the city along the river and use your nose.”

Marijuana prices in Ljubljana:
Good stuff costs about €10 per gram. The Slovenian homegrown product is very, very cool; you can usually get it for €5 per gram.
Brands:
Anything, absolutely anything is possible. Homegrown produce is called "Domaica" or "Trava".
Further information
There are some bars that don't kick you out if you smoke there, but it is better if you smoke outside. You can even smoke while walking through the city, no one will bother you if you are discreet.
