Marijuana laws and legislation for Lisbon
Since 2025, cannabis has been decriminalized for personal use in Lisbon, Portugal, but cultivation and distribution remain subject to strict regulations. Since 2001, individuals caught with up to 25 grams of cannabis or 5 grams of hashish face administrative penalties such as fines or counseling, not criminal charges. However, the sale, distribution, or cultivation of cannabis remains illegal and is punishable by substantial criminal penalties. Public consumption is also prohibited, underscoring the government's harm reduction approach rather than full legalization.
Medical cannabis has been legal in Lisbon, Portugal, since 2018, but access remains restricted. Patients can obtain cannabis-based medications with a valid prescription, but home cultivation for medical purposes is not permitted. CBD products exist in a legal gray area: CBD derived from hemp with less than 0,2% THC is allowed, but CBD extracted from cannabis flowers or leaves is restricted. The cultivation of industrial hemp is legal but subject to strict government regulations, particularly regarding THC content and growing conditions. While Portugal is considered progressive in its drug policy, it continues to impose strict restrictions on the sale and production of cannabis.
Criminal prosecution
The police are generally quite friendly and usually won't bother you as long as you don't cause any trouble. Of course, this isn't a hard and fast rule. If you are caught, two things can happen:
You will be fined and may have to stay in jail overnight.
Or the police simply confiscate your weed and let you go.
Where can you buy marijuana in Lisbon?
In the city center, near the Baixa (where all the tourists go, and for good reason – it's beautiful), you go to Praça Martim Moniz. There, African men hang out, sitting on the wall next to the oleander bushes. I didn't even have to ask; they asked first: "Queres fumar?" (Do you want to smoke?, pronounced "Keresh Fum").
I was also approached on the main road leading up from Martim Moniz, Rua da Palma (you won't miss it – it's the road with the tram tracks: a ride on the old trams is a must for any visit to Lisbon).
I very rarely bought drugs on the street, but it seemed safe enough and not at all shady, even though the area was rather run-down. There seemed to be no shortage of dealers, all perfectly normal-looking young Black men (some with dreadlocks).
There were police officers in the area, including a van full of officers behind the market in the square, but they obviously didn't care about the trade.
Do NOT buy weed on the street, especially downtown. It's teeming with pickpockets selling fakes, and you'll be surprised how many of them will approach you, trying by any means necessary to sell you what they claim is marijuana, hashish, pills... whatever, or ultimately steal your wallet.

While relaxing in a hotel bar, this guy helped me get some natural, healthy cannabis. It became one of the highlights of my vacation. I always contact him now at dopefast420@gmail.com. Highly recommended!
Brands:
Although marijuana is widely available in Portugal, it's rarely found as real weed. Instead, you often have to buy hashish. When buying hashish in Portugal, there are some important names to be aware of:
Ganza – General name for marijuana
Charro – Joint
Bongo – Bong
Erva – This is the actual plant. The price varies depending on the seller/quality.
Shamon – low-quality hashish, very cheap, very bad…
Pollen – medium-quality hashish – usually around €5 per gram. Bolota/Paki – high-quality hashish – around €10 per gram.
Advertisements from WBH:
Mood enhancers, potency enhancers, herbal vaporizers, leaflets
These names may vary depending on the provider, but they are generally the most commonly used.
Marijuana prices in Lisbon:
A better deal than in Dutch coffeeshops: €10 for about 2 grams of excellent hashish – fragrant and putty-like, some of the best I've ever had. €10 deals seem to be the norm.
Further information
Since hashish is the main commodity here, joints must be rolled with tobacco. If you smoke cigarettes and want to use their tobacco, Lucky Strikes and the blue "Portugues Suave" are, in my opinion, the best. If you prefer rolling tobacco, choose Drum or Samson.
