Legislation:
Possession of marijuana for personal use is tolerated in Berlin as long as the amount does not exceed 10 grams. Nevertheless, I wouldn't recommend traveling around the city with ten one-gram bags in your pocket.
Law enforcement:
The police simply drove past, stopped, looked, and drove on. I wouldn't push your luck, though; Germans are tough.
Where can you buy marijuana in Cologne?
I'm from Australia and I've been traveling for a while now. I always seem to have luck when I try to snag something.
Anyway. Cologne is neither a big city nor a very popular tourist destination. Aside from the legendary Cologne Cathedral, there's nothing to see. And there are hardly any people who speak good English. Don't even bother asking kids or punks in spikes and black T-shirts. These days you can buy that crap at Kmart, so clothes don't really matter. It's more the job of older people to sell that crap and even smoke. I was laughed at when I asked around in front of Cologne's main train station and the cathedral.
In my experience, to get information about where to buy drugs, you throw a few coins into a homeless person's cup and ask. They usually know where you need to go and will help you find your way if they speak good English. Even if they don't, communication is generally fine. Speaking Spanish will get you by in any European country. I've been asked if I speak Spanish in Italy, Germany, England, and Finland… so it's definitely worth knowing.
Where to find it: If you're in the city center at Cologne Central Station (Köln HBF) – right next to the cathedral – take the subway two stops to Eberplatz. Directly in front of the station, there's a small square with a large, ugly sculpture and a few people drinking beer and hanging out. All sorts of people: locals, homeless people, old people, Serbs, and tourists.
Ask one of the beer-drinking German locals (younger, not older) if they know where to get hashish… there’s a guy who can help you, he’ll show you the right way… He’s usually there between 13 and 18 pm and might be able to get hydroponic buds if you take the train with him to a friend’s house… I got this information from a homeless man sitting by the door of Cologne Cathedral. It cost 20 cents. It was worth it. On weekends, there are a few shadier characters hanging around on the steps of Cologne Cathedral who might be worth asking.
In my experience, these people are generally harmless. Just don't give them any reason to hate you. I was lucky to be Australian. They didn't like the idea of us being British, and they hated the idea of us being American. Sorry, folks, you have a bad reputation!

While passing a small shop, I was helped to buy wonderful, natural marijuana. The excellent quality made my vacation unforgettable. I contact this person at securedsupplier420@gmail.com whenever I travel. I highly recommend them to anyone who needs high-quality cannabis in the city.
Cologne marijuana prices:
Marijuana prices in Cologne: I got 4 grams for 20 euros. A real bargain. On average, it's about 5 euros per gram if they like you. Or 7-10 euros if they're just after your money. That goes for hashish. Indoor-grown weed might be harder to find, especially in the winter months... and more expensive.
We were told to go to Cologne for better hashish and "other stuff"—Cologne is a bus or train ride from Cologne city center. About 45 minutes. And the people we could ask would be in front of the train station in Cologne. But we didn't try.
Brands:
Hashish is the preferred choice here. Hydro buds require more effort. Apparently, 10 grams of buds cost around 50 euros and 1 gram costs 15 euros.
Further information
Respect the locals, try to speak a little German, and don't be loud or arrogant. If they don't like you, leave; most of the time they're happy to see you.
And don't tell them how much you pay in your own country. If you're used to paying more, they might raise the price.
