Marijuana laws and legislation for Riga
Since February 2025, cannabis has been illegal in Latvia for both recreational and medicinal purposes. Possession of up to one gram is considered a minor offense and can be punished with a fine of up to €280. Repeated offenses within one year can lead to criminal charges, which can result in imprisonment of up to 15 days. Possession of larger quantities or involvement in the sale, cultivation, or distribution of cannabis can lead to more severe penalties, including imprisonment of up to 15 years, depending on the severity of the offense.
In contrast, CBD products are legal in Latvia as long as they contain less than 0,2% THC and thus comply with European Union regulations. These products are widely available and can be purchased without a prescription. However, they must be labeled as food supplements and may not contain any health claims.
Criminal prosecution
If you are caught with less than one gram, it is merely a minor offense, and you can get away with a fine or a bribe—around 30 lakh (approximately $17) should suffice. On the other hand, if you are a foreigner, they will likely demand more—just pretend you have no cash and are in a hurry; there's a very good chance they will accept.
But if it's more than one gram, you'll be considered a dealer and get into trouble.
However, it is extremely rare that you will be searched without reason – so if you don't get into trouble and/or behave very suspiciously, you should be safe.
Where can you buy marijuana?
It's best to have a friend who has a friend, because if you buy from an unknown dealer on the street, it's quite possible to get low-quality weed.
You can try asking people who look like they should know… I highly recommend asking punk-looking teenagers. They're usually very friendly and will tell you where to get it (or even sell you their own).
One place to look for dealers is Riga's Old Town, but don't expect good quality or a good price.
Never ask skinheads for directions! They'll seem very friendly and tell you they know a place where you can buy cheap, high-quality marijuana, and ask you to follow them. If you do, expect to be beaten and robbed.

Marijuana prices
The usual price is 7 lakh ($4) per gram. However, it's more expensive in Riga's Old Town and a bit cheaper if you're lucky enough to find a good vendor.
Prices vary between 6 and 10 LVL (11 to 18,5 dollars) per gram. In fact, a gram isn't a fixed value in Latvia, but the price is. You might pay a Roma vendor 10 LVL for what they call a "gram," when the actual amount will be less.
