Marijuana laws and legislation for Leuven – Louvain
From 2025, cannabis will remain illegal in Belgium, but possession of up to 3 grams or one female plant for personal use by adults over 18 has been decriminalized since 2003. While such minor offenses are usually punished with fines of € 120 to €200 , possession under aggravating circumstances (e.g., near schools or involving minors) can lead to harsher penalties, including imprisonment. Despite ongoing debate, recreational cannabis use remains prohibited.
Belgium has a restricted medical cannabis program that only permits certain cannabis-based medications, such as Sativex and Epidyolex, for conditions like multiple sclerosis and epilepsy. Broader access to medical cannabis remains limited, and home cultivation for medical purposes is not allowed.
CBD products derived from hemp (with less than 0,2% THC) are legal, but strict regulations apply – CBD cosmetics and topical products are permitted, while CBD oils and edibles are largely prohibited. While cannabis laws remain restrictive, Belgian decriminalization guidelines and ongoing debates point to possible future reforms.
Criminal prosecution
Since Leuven has a high student population, the smell of marijuana is everywhere, especially on hot summer evenings. The police constantly try to stop people from smoking, which can definitely cause problems. The best way to avoid this is to smoke in private or in the woods/park/etc.
Where can you buy marijuana?
You can easily buy weed around the Old Market, where there are many bars. Be careful, though, as it's right next to the police station. If you can't find any weed there, you can always try talking to some students; maybe you'll find something.
