Marijuana laws and legislation for Kaunas
Since February 2025, recreational cannabis remains illegal in Lithuania. Possession, cultivation, and distribution are criminal offenses, with penalties varying depending on the quantity and intent. In 2021, the Legal Affairs Committee of the Lithuanian Parliament proposed decriminalizing the possession of small amounts of cannabis and imposing fines instead of criminal charges. However, this proposal was not implemented, and recreational cannabis use remains prohibited.
In 2018, Lithuania legalized medical cannabis, allowing doctors to prescribe cannabis-based treatments for certain health conditions. Despite this legalization, access to medical cannabis remains limited due to regulatory challenges and a lack of a framework for domestic cultivation. As a result, patients struggle to obtain medical cannabis products, and the cultivation of cannabis plants within the country remains prohibited.
Regarding cannabidiol (CBD) products, Lithuania permits their sale and use as long as they contain less than 0,2% tetrahydrocannabinol (THC). CBD products, including oils and supplements, are legally available as long as they comply with this THC limit. Products exceeding this THC limit are considered illegal.

Criminal prosecution
You have to be very careful because the police could overhear your conversation. So, simply calling your dealer and saying, "Hey, I need about 2 grams of weed," isn't okay. That's why, all over Lithuania, people call weed books "weed books." This is becoming really popular, and every dealer will understand. So, a good way to say it is, "Hey, I was wondering if you have any good books or something? I need about two books." And if the police are listening, they won't understand. This is used all over Lithuania.
Where can you buy marijuana?
You only buy it from friends. A friend of a friend might, for example, know someone you sell to. So the more you learn, the more people you meet and the closer you get to the main dealers. And if you're not an idiot, you should meet the most important home growers with labs and such => they would sell for around 20 liters per gram, if not less.
