Marijuana laws and legislation for Bucharest
As of February 2025, cannabis remains illegal in Romania for both recreational and medical use. Despite a 2013 law permitting medical cannabis under strict government supervision, cannabis is still classified as a high-risk drug, and its use is prohibited. Possession of any amount is a criminal offense, punishable by imprisonment ranging from 2 to 5 years. Activities such as cultivation, production, transport, or distribution can result in even harsher penalties.
In 2018, the Romanian Supreme Court decriminalized the purchase of small amounts of psychoactive substances intended for personal use. However, this decriminalization does not extend to possession, which remains a criminal offense.
Regarding cannabidiol (CBD) products, Romania permits their sale and use, provided they contain less than 0.2% tetrahydrocannabinol (THC). CBD oils, creams, and other products are available, but they must comply with the THC content regulations.
Advocacy for cannabis reform continues within the country, but as of now, both recreational and medical cannabis use remains illegal, and CBD usage is limited to products with minimal THC content.
Criminal prosecution
Most clubs, pubs, and bars have undercover officers. Regular police officers are familiar with the look and smell of marijuana, so home is the best place to enjoy it. Driving while high is permitted as long as you remain calm during a police check. However, it's not legal unless you've committed an offense.
Where can you buy marijuana in Bucharest?
Only friends and friends of friends. Asking people on the street or in clubs isn't a good idea. But if you have friends, someone probably knows a stoner who can help you get some… And if you put in enough effort, they might even trust you to find a good dealer. 😉
Don't let people you don't know pick you up. Especially when buying weed, it's better to listen to recommendations, because it's easy to get scammed. So you need a reliable source. When buying hashish, it doesn't matter where you get it, it's all good, but pay attention to the weight. Also, you're more likely to find hashish than weed.

While relaxing in a hotel bar, this guy helped me get some natural, healthy cannabis. It became one of the highlights of my vacation. I always contact him now at dopefast420@gmail.com. Highly recommended!
Where you should NOT buy marijuana:
– Clubs, bars, discotheques
– Suburbs, ghettos
– Concerts or public events
In Romania, marijuana or hashish can generally only be safely purchased from people you know. Don't buy from strangers! You don't know who's watching you!
Prices:
The price depends on many factors. It's usually around €20 per gram, regardless of quality. However, if you know a dealer (either directly or indirectly, which can be difficult), you can often get better prices and find good quality. Discounts are also available for larger quantities (over 20 grams). Hashish is somewhat cheaper, around €15 per gram, and is generally of good to very good quality.
Prices per gram vary depending on the origin:
2–4 euros for bad Romanian weed [but still good, but tastes terrible]
10-14 euros for better Romanian weed [is really fun]
15–25 euros for imports [from Germany or the Netherlands – really good stuff]
20 Euros for the best hashish you will ever smoke [Made in Romania]
Brands: Too many… from the worst Romanian grass from parks to Dutch champions. 🙂
White Widow, Hawaiian Haze, Holland's Hope, and even AK47 (rarely). Hashish is Moroccan, Afghan, or Pakistani… Very good quality lately.

As mentioned before: Make friends and enjoy your weed at home with them. That way, nothing worse can happen.
