Marijuana laws and legislation for Belgrade

Since February 2025, cannabis has been illegal in Serbia for both recreational and medicinal use. Possession of even small amounts can lead to a prison sentence of up to three years, while the unauthorized production, processing, or sale can result in prison sentences of between three and twelve years. Cultivating cannabis varieties with more than 0,3% tetrahydrocannabinol (THC) is prohibited and punishable by imprisonment of two to eight years.

However, the industrial cultivation of hemp is permitted under strict regulations. Hemp with a THC content below 0,3% may, for example, be grown for fiber production and for seed production for animal feed. Companies require a permit from the Ministry of Agriculture, Forestry and Water Management to cultivate hemp.

There are no specific restrictions on cannabidiol (CBD) products in Serbia. The sale and consumption of CBD are permitted as long as the THC content remains below the legal limit. Despite attempts in 2019 to classify CBD as a controlled substance, its consumption remains unrestricted. The government strictly opposes the legalization of cannabis, even for medicinal purposes. Therefore, liberalization is unlikely in the near future.

Calls for cannabis reform continue in the country, but the government maintains a strict drug policy. Anyone found in possession of cannabis faces significant legal consequences, regardless of their intent.

Criminal prosecution

As long as you don't attract attention, the police won't do anything to you. Many people are known to smoke themselves. Just light up a cigarette in the park or indoors. I advise against smoking in downtown Belgrade, where there's a lot of traffic and people.

The police usually won't bother you as long as you don't cause any trouble, but of course that's not a rule. Try to stay out of their sight.

In the worst-case scenario, they'll check your passport and let you go. Just don't get caught smoking, and everything will be fine. Watch out for cops in jeeps—they're the most serious. The cops patrolling the city won't make a fuss; they won't touch you. If you want to be extra safe, keep your weed in a more secure place (not in your pocket). I'd only recommend hashish for smoking in bars, never weed. And one more thing: cops like relaxed people, so just be friendly if they stop you.

Where can you buy marijuana in Belgrade?

Our local reporter tells us: “There are no street dealers in Belgrade. The best place to find weed is at Trg Republike (Republic Square) and ask young people there for a dealer's phone number. You can also try Akademija on Knez Mihajlova Street, Plastic Club in the center of Belgrade, Trance Club Barutana in Kalemegdan Park, or look for information about a trance party and just go there.”

Others say: Look out for younger people; they're all very friendly, and most speak pretty good English. Just ask, and they'll help you. Many parks in the area are great places to meet people who smoke weed. There are many well-known dealers in Belgrade who supply all of Serbia and Bosnia. You'll need a contact to buy from them.

You can try near the "Splavovi," the clubs by the river near the tram bridge. Just go there around midnight, and someone will smoke. Belgrade is safe to walk around after dark. Another place is "Studentski trg" near the "Kalemegdan" fortress. A few years ago, it was easy to find something near the "KST" club, which is easy to spot near the tallest building in Belgrade, the "Beogradjanka." However, it seems the first option is more successful. If you take a taxi with (and only with) a younger driver, ask him openly. They have no connections to the police and don't like them. You might pay more, but there's a good chance he'll give you a phone number… If you're lucky, it might even be a good Albanian import!

Try to find a normal-looking guy (you'll recognize him 🙂) and ask if he has anything or knows where to buy something… Good places to do this are nightclubs with house/techno music… Don't buy anything from gangster types or on the street.

I met this guy unexpectedly and he helped me get about 20 grams of cannabis. It turned out to be one of my best purchases – amazing quality for the price. You can reach him by email at dopefast420@gmail.com.

Further information

It's pretty easy to find weed in Belgrade. Lots of high-profile dealers distribute marijuana all over the city. Just talk to the younger people. Don't make a big deal out of it when you smoke, and everything will be fine.
Don't take drugs.
