Marijuana laws and legislation for Minsk

Since February 2025, cannabis has been completely illegal in Belarus for both recreational and medicinal purposes. The country's drug policy is among the strictest in Europe and makes no distinction between cannabis and stronger substances like heroin. Possession, sale, and cultivation of cannabis are criminal offenses punishable by severe penalties. Even possession of small amounts can lead to lengthy prison sentences, reflecting the government's zero-tolerance policy.

In 2014, President Alexander Lukashenko tightened the country's drug policy with a decree aimed at combating illegal drug trafficking. He ordered the creation of "intolerable conditions" for drug offenders, resulting in harsh treatment within the prison system. This approach has raised numerous human rights concerns, with reports of individuals being sentenced to long prison terms for minor cannabis offenses.

Advocating for cannabis reform in Belarus faces significant challenges due to the government's strict stance and the societal stigma surrounding drug use. Organizations campaigning for decriminalization or legalization often encounter legal obstacles and public resistance. To date, there are no indications of imminent changes to the country's cannabis laws, and both recreational and medicinal use remain strictly prohibited.

Criminal prosecution

It's usually not as easy to get out of trouble as in neighboring countries like Russia, Ukraine, or the Baltic states, where there are many tourists and the police are more lenient in such cases, while bribery is more common. In Minsk, there are even rumors that police officers occasionally smash car windows with their elbows as soon as they see people smoking inside. There are stories of undercover officers offering people drugs and later arresting them, but that's really rare.
Generally, you should expect that a police officer will take action if you are caught. Lower-ranking officers are not as easily bribed, as anti-corruption laws are strict. The law becomes more flexible for you if you have contacts with higher-ranking officers.

Stay away from dealers and known drug hotspots as much as possible, as raids can happen at any time and you could be arrested without good reason. The police have a plan for raids and arrests to catch you. Even if a police officer is friendly, they have to arrest you because of this plan. Smoking in public is absolutely not recommended. If you have to smoke outdoors, make sure you keep the situation under control so the local militia doesn't suddenly show up. Lighting a pipe in the countryside is usually a better idea than in urban areas, so if you have friends with a car, drive to the countryside in the summer.

The general strategy if you want to get high in Minsk is to find someone you know from the area who has experience with these things. Trying to get high alone is risky.

Where can you buy marijuana?

Street purchases are extremely rare, even for local marijuana users. Buying drugs on the street is not at all common in Belarus and will remain so for the next few years. Minsk doesn't have many tourists, and the laws are strict, so there is no street dealing. Drug deals in bars are also rarely reported.

One of the most notorious spots is Zimniaya Street in the industrial suburbs of Minsk, an eerie place with dilapidated houses inhabited by menacing-looking Roma and lurking gangs offering plenty of cheap alcohol. The Roma are mainly involved in the heroin trade, but if you want to experience the darker side of Belarusian drug life, find a daring local to take you there. Getting marijuana is possible, but few locals dare to attempt it.

Generally, the only relatively safe and reliable way to get marijuana in Minsk is probably through a friend with local connections. Although marijuana isn't popular at all, unlike alcohol, many young people know at least someone who might know someone. You just need to get into the right circles. Don't discuss drugs with people you don't really know. Try to stay out of the process of getting the marijuana as much as possible. The safest option is to have it delivered, but it's more expensive.

During a stop at a hotel bar, this guy helped me get incredibly natural and healthy cannabis that completely enhanced my vacation. The quality was excellent and unforgettable. Now, every time I travel, I contact him at securedgreen28@gmail.com. I highly recommend him to anyone looking for truly good cannabis.

Marijuana prices

Asking locals in Minsk about cannabis brands usually sounds like bitter irony. Because the marijuana trade is heavily suppressed, there's hardly any choice. You can get cut leaves for about $10 to $15 a matchbox. The quality varies from very poor to average, but the high is milder and less long-lasting.

With a bit of luck, you might find locally grown flowers of relatively high quality. More often, you'll end up with either leaves or coarse, heavy skunk. The price for flowers and skunk is usually $15 to $20 per gram. Don't be surprised by the size of that gram; it's probably more like 0,6 to 0,7 grams. This is perfectly normal in Minsk, and the customer service at this shop is lacking.

Hashish is rare, but when it is available, the prices are the same as for Skunk. If your local guide knows someone who's serious about it, they can offer you discounts for larger purchases. Skunk usually produces a hard, powerful high that's much less harsh and physical than the Amsterdam brands.

Further information

Caution! It is recommended that you do not carry drug paraphernalia or marijuana when walking the streets. If you absolutely must have these items with you, try to avoid trouble. Although many police officers are on the streets, they do not search and arrest anyone without cause. However, in cases of serious crimes, it can be dangerous, as even a pipe can be considered evidence.

Try to smoke indoors or in the company of people who own a car so you can quickly leave dangerous areas.

If you're high, you can walk around without fear. Unless you're doing something obviously illegal, hardly anyone will notice you've been smoking. Most police officers have little to no experience recognizing people under the influence of drugs. Pretend to be drunk if the situation becomes too serious.

Buying pipes and other paraphernalia in Minsk is problematic. Don't bring any equipment into the country, don't buy any in Minsk, and don't bring any with you. Get help from your local friends. In most cases, they'll be generous enough to help you with all the Belarusian methods of smoking weed. If you're looking for good connections, try to befriend young people who look European enough, don't seem to have any criminal ties, and are partygoers. Don't mess with red-faced thugs from the industrial suburbs. Find yourself some nice, open-minded company, and you'll enjoy your stay in Belarus.
